ANNUAL MEETING JULY 5, 2009
GRAND LAKE FIRE STATION

Motion to dispense with reading of the minutes of 2007 meeting.

Steve Batty  gave the Treasurer’s Report.  Steve announced there was a water clarity article in the Rocky Mountain News and thanked John Stahl for his efforts.

Fire Chief Mike Long discussed Evacuation planning.   He said that it is up to individuals to follow the Red Cross guidelines.  Houses and boat houses should have 4” reflective numbers on them.  He is concerned about illegal burns at construction sites and access down Jerico Road during an emergency.   The GL Fire Department has purchased a new, smaller engine that carries more water.  He thinks this will be good for narrow roads.  The National Park Service has no fire equipment on this side of RMNP.  There would be a 1 ˝ hour response time for fire engines to reach Grand Lake from Estes Park if there is a fire on the GL side of RMNP. 

Evacuation Plan for Jerico Road:  David Jones, Mariane LeBois, Pat Raney, Gene Zachman and Gay Shaffer volunteered to serve on a committee to develop a plan using boats from the N. shore to evacuate S. shore resident.

Grand Lake Town  Update, Mayor Judy Burke:   Mayor Burke thanked everyone , especially Barbara Leutwiler for organizing the re-forestation of Point Park.  Mayor Burke said the Town Board and staff consider the water quality of Grand Lake their top priority.  The town gave $5,000.00 to Grand County for their water quality testing program.  The town has a grant for $160,00.00 to improve storm water quality to be completed in Fall 2009.  The total project cost will be $250,000.00, including improvements to the area in front of the Lazy Moose.   The Town also passed a 30’ set back for use of phosphorus fertilizer or pine beetle spraying.  The town has a new street sweeper and will try to improve Park Ave. Drainage.  Mayor Burke also announced that the Marina is an enterprise zone and cleared $165,00.00 the first year providing service to 14,000 patrons.

Water Clarity Update,  John Stahl
Last year (2008) when the BLM agreed to stop pumping for two weeks, clarity in Grand Lake improved 50%.    GCWIN hired Luke Law to sample water and to train volunteers.  In addition, there is a limnologist who will do more intense study of Grand Lake.  Scientists from USGS and BLM are doing flow studies during the drawdown.   Adams Tunnel is not drawing water because the Front Range reservoirs are full.   This summer cessation of pumping will be the last w2 weeks of August due to our wet season.  Short term goal for GGLSA and Three Lakes Watershed Assoc. is a 6 week cessation of pumping from the first of July to mid-August. 

GGLSA is exploring lobby activity in DC to support our cause.  Our 501c3 status limits what GGLSA can do.  We will need to work with Three Lakes Watershed Association to be able to work with lobbiests and public relations experts.   GGLSA needs new members to support our mission.

Invasive Species Presentation by Elizabeth Brown, DOW

The DOW is concerned about zebra mussels in Grand Lake and all the 3 lakes.   The quagga mussels were first detected in Lake Granby, but are not found in Grand Lake as of the fall of 2008.   These mussels live in cold depths and very adaptable to the conditions in Grand Lake.  One pair of reproducing adults can produce 10 septrillion adults even if only 20% of the eggs survive.

She suggested that volunteers around the lake participate in the “drop a brick” program to determine how the mussels are propagating around the lake.  She explained how to identify the mussel larvae on the brick.  Many GGLSA members took bricks with their roped and will be putting them in the lake off their docks.   They are to report to Elizabeth if they see any signs of mussels on the bricks.

Elizabeth also reported that volunteer divers can help with hand removal of pockets of mussels.  Lake George has done this for 15 years to keep their population down as it reduces the number of reproducing adults.

Sarah Clements volunteered to help develop a brochure to help the public understand the differences between GGLSA and the Three Lakes Watershed Association.

Steve Paul discussed fire safety issues with gas on the way to and at your boat.

John Brooks made a motion to adjourn, seconded by Jerry Sutherland.

SPECIAL MEETING AUGUST 8, 2009

MEMBERS PRESENT:  Steve Paul, John Brooks, Jerry Sutherland, Sarah Clements, Pat Raney, Gordon Sheer, Gene Zachman, Scally O’Donnell, Beth Lagerborg

The following motions were passed by majority voice vote.

·         Change annual meet date to anytime May-Sep.

·         Change Quorum requirements to simple majority.

·         Expand Voting to all members who then elect board.  Board runs assoc. and reports to membership.

·         Establish Board recall procedure; initiate, 2 or more members.

Discussion on the following change to the bylaws-- Revert to broader purpose; preserve & improve water quality in Upper Colorado River basin lakes.

Gordon Sheer:  questioned broadening mission because it would duplicate what Three Lakes Watershed Association was doing.   He suggested GGLSA keep its focus on Grand Lake and water quality as the association has a good base just focusing on Grand Lake.  He pointed out that there are approximately 200 GLYC members to recruit as members.  Gordon also noted that it’s important to keep cooperation with TWSA and not confuse people.  He suggested that it was important for GGLSA to keep a distinctive mission.

Sarah Clements:  GGLSA by-laws should follow best management practices for water and land because of land use around the lake.  It’s important to focus on Grand Lake.

John Brooks:  A larger purpose allows for flexibility in the future.

Steve Batty:  to keep 501c3 status, only 20% of funds raised can go to political activities.

Motion: by Jerry Sutherland, seconded by John Brooks:  The purpose of GGLSA will stay as it is.  

Discussion:  Gene Zachman:  can have mission statement that is not in bylaws.
Beth Lagerborg:  Compare the mission statements between GGLSA and TLWSA to help people understand.

Steve Paul:  He will put out a notice to members defining the mission statement of GGLSA and ask the membership about the name.
